Carroll County Jail Mugshots
The Carroll County Detention Center uses JailTracker for its public current-inmate roster. The jail site links to a current-inmates frameset, and the direct roster application uses the agency key CARROLL_COUNTY_KY. Research of the application model found an OffenderImage field and image-height fields, so the platform supports booking photos. The reliable statement for Carroll County is narrower: open the public inmate profile to see whether the county is publishing that person's current booking image.
No official Carroll County recent-bookings gallery, daily booking-report PDF, most-wanted mugshot page, or separate mugshot database was found on the county, sheriff, jail, or court pages reviewed. That matters for accuracy. A current roster photo, when shown, is a custody record connected to the booking. It is not proof of conviction, and it may not stay public after release or after the roster entry changes.
The Carroll County Detention Center current-inmates page is the official bridge to the JailTracker roster.
Use that official route before relying on copied booking-photo pages or name-only search results from outside sites.
Find Carroll County Mugshots
Carroll County jail mugshots, when available online, should be checked through the roster profile for the person in custody. The search can require a modern browser, and the JailTracker app may show a captcha depending on agency settings. Internet Explorer is not supported. If the person is not on the roster, the person may not be booked yet, may have bonded out, may have been transferred, or may be in state, federal, or immigration custody instead of the county jail.
- Open the official Carroll County current-inmates page or the direct JailTracker roster.
- Search by last name, then add first name if the result list is broad.
- Complete any captcha and open the individual offender profile.
- Check whether the profile displays a current booking photo and matching booking fields.
- If no photo appears, submit an open-records request to the jail records custodian or the arresting agency.
For custody confirmation, call the Carroll County Detention Center at 502-732-9499. For a photo or record held by the jail, the staff page names Major J Forlizzi as Custodian of Records at 800 Clay St., Carrollton, KY 41008. If the arrest was made by Carrollton Police, Kentucky State Police, or another agency, the arresting agency may hold a separate arrest report or image.
Carroll County Booking Photo Fields
A booking photo is usually read with the rest of the inmate profile. JailTracker fields documented in the research include name, original book date, final release date, arrest or booking number, arresting agency, charge description, bond type, bond amount, holds, cases, mugshot or photo, and last updated time. Carroll County may not display every supported field on every public profile.
| Field | What It Shows |
|---|---|
| Mugshot or photo | The current booking image if Carroll County publishes it on that profile; historical photos were not documented. |
| Name | First and last name shown on the roster result or profile. |
| Original book date | The intake date and time for the custody event. |
| Arresting agency | The agency that brought the person to jail, such as sheriff, city police, state police, or another agency. |
| Charges | Charge descriptions and possible case, warrant, code, count, court, or status fields if enabled. |
| Bond and holds | Bond type, bond amount, or hold information when the public profile exposes those fields. |
| Release status | Final release date or release-related field if shown by the roster. |
Charge text beside a mugshot can change when the prosecutor files the formal case. For the court side of an arrest, use Carroll County court records after jail arrest and confirm the final disposition with the clerk.
Are Carroll County Mugshots Public?
Kentucky does not have a simple rule found in this research saying that every mugshot must be online. Public access to Carroll County booking photos is governed by the Kentucky Open Records Act and by limits that may apply to non-public data, active cases, juvenile records, sealed matters, or records held by a different agency. The jail handbook says staff will not release information that is not a matter of public record without written inmate consent.
Key Statutes:
KRS 61.872 gives Kentucky residents the right to inspect public records unless an exception applies and allows written requests by hand delivery, mail, fax, or email.
KRS 61.8746 bars commercial use of booking or official inmate photos obtained from a public agency when removal requires payment.
KRS 61.8746 is especially relevant to mugshot pages. It gives an affected person a right to seek an injunction or other appropriate order in Circuit Court and may allow costs and reasonable attorney's fees. That statute is a warning sign around pay-to-remove photo schemes.
Request Carroll County Booking Photos
If a Carroll County booking photo is not visible on JailTracker, the open-records route is the next official channel. A written request should identify the person, the approximate booking date, the arresting agency if known, and the record sought, such as the current booking photo or booking record. KRS 61.872 allows the request to be hand delivered, mailed, faxed, or emailed to the official custodian. The custodian may require the requester to state Kentucky residency status, but an agency may not force a special form if the request otherwise satisfies the law.
For jail-maintained records, send the request to the Carroll County Detention Center records custodian. For an arrest photo or report created by another agency, contact that agency's records unit. What Is Not Public
Not every Carroll County jail mugshot or related record is available to the public in the same way. Juvenile matters, sealed cases, active investigation materials, protected personal data, and non-public jail information can be withheld or redacted. A booking image may also be unavailable online even when a booking record exists. The lack of a visible photo does not prove the person was not booked.
What is and isn't public: Current roster data and public booking records may be available, but non-public jail information, sealed records, juvenile records, and redacted images may require denial or limited release.
The image source for the jail's home page is the Carroll County Detention Center website, which also credits JailTracker as the site's provider and host.
That official jail source is distinct from commercial photo pages, copied search snippets, or old booking images that may no longer match current custody status.
Mugshot Roster Timing
The research did not locate an official Carroll County rule that states how long a mugshot remains online after release. JailTracker supports current inmate and release-related fields, including final release date, but the public text capture did not confirm a retention window for photos. Use date-specific caution. A photo may be visible while a person is in custody, then drop from the public roster or become available only by request.
There is no confirmed official recent-bookings gallery to search for older Carroll County booking photos. If a person has bonded out, been transferred to Kentucky Department of Corrections custody, moved to another agency's hold, or had a case sealed or expunged, the photo route changes. Formal charge status and disposition should be checked with the Carroll Circuit Court Clerk, not inferred from a roster image.
Mugshot Removal And Expungement
For public agencies, removal and access questions usually follow the record status. If a Carroll County case is dismissed, sealed, or expunged, the first practical step is to verify the court disposition and any expungement order through the clerk or Kentucky State Police expungement process. The Kentucky State Police expungement page explains certification and cites KRS 431.079 and related statutes. A jail or arresting agency may need the court order before changing how a record is released.
Commercial pay-to-remove mugshot demands are different. KRS 61.8746 targets commercial use of booking or official inmate photographs obtained from a public agency when the photo is posted in a publication or on a website and removal requires payment. The records-clearing route is through the court and custodian, not through paying a private publisher for unsupported promises.
State Federal Photo Differences
Carroll County jail mugshots are local booking records. State and federal systems work differently. Sentenced Kentucky offenders are searched through Kentucky Online Offender Lookup, which includes a photos-only option in the research snippets and covers incarcerated inmates and other offender statuses depending on filters. KOOL is not the same database as Carroll County JailTracker.
Federal and immigration tools are more limited for photos. The Federal Bureau of Prisons locator can search by number or name, but it does not publish federal mugshots through that public tool. The ICE Online Detainee Locator searches current ICE custody or CBP custody after more than 48 hours with an A-number or name and country-of-birth details. It is not a mugshot gallery.
| Custody System | Photo Route | Best Use |
|---|---|---|
| Carroll County jail | JailTracker profile if a photo is published, or open-records request. | Current local booking and county custody. |
| Kentucky DOC | KOOL search, including photos-only filter where available. | Sentenced state offenders and DOC-linked status. |
| Federal BOP | No public federal mugshot tool through the locator. | Federal sentenced custody. |
| ICE | No public mugshot gallery through the locator. | Immigration detention status. |
Read Carroll County Mugshots Carefully
A Carroll County booking photo records a point in the jail intake process. It does not show whether the charge was later reduced, dismissed, amended, diverted, or ended in conviction. It also does not show whether a bond was posted after the screenshot, whether a hold was cleared, or whether the person moved to state or federal custody. Use the roster for custody, the records custodian for booking-photo requests, and the court clerk for formal charge outcomes.
Important: Jail roster photos and booking fields are not FCRA consumer reports and must not be used for employment, housing, credit, or insurance screening.
